The French Revolutionary Wars were a series of major military conflicts that lasted from 1792 to 1802. They pitted France against Great Britain, Austria, Prussia, Russia, and several other countries. The Napoleonic Wars were a series of conflicts that pitted the French Empire and its allies, led by Napoleon I, against a fluctuating array of European powers, and resulted in a brief period of French dominance over most of continental Europe. The early Concert of Europe, known as the Congress System after the Vienna Congress (1814–1815), was dominated by the five great powers of Europe: Austria, France, Prussia, Russia, and the United Kingdom. In developing this war simulation, I will be using the rules and board of the Soldier Emperor game from Avalanche Press. The hypothesis I will test will be based on an attempt at Concertation in Europe since the beginning of the Napoleonic War, in reaction to a premonition of megalomaniac behavior on the part of Napoleon Bonaparte, in his coup of the "18th Brumaire".
